About the Preparation Toolkit

The Preparation Toolkit is a comprehensive resource designed to help stakeholders develop well-prepared and fully vetted PPP proposals. This toolkit provides in-depth guidance on essential activities such as conducting feasibility studies, engaging in market sounding, securing regulatory approvals, and addressing environmental and social considerations.

It empowers project teams to navigate complex processes and develop proposals that are both technically feasible and financially viable, setting a solid foundation for successful project implementation.

Stakeholders involved in Pre-FS Preparation

The preparation of the Pre-FS and the preparation stage itself engages several stakeholders. Each stakeholder is assigned a specific role that facilitates Pre-FS preparation based on the need of the PPP infrastructure provision and the capability and authority of the stakeholder.

The GCA ensures that the Pre-FS is prepared by considering the use of the legal basis described below. This helps prepare the KPBU solicited project in accordance with the prevailing and relevant laws and regulations.

Expertise in Pre-FS preparation

The stakeholder matrix presented earlier shows that several stakeholders come together to prepare or facilitate the preparation of a Pre-FS. Amongst the stakeholders, the consultant group includes several experts who are expected to understand the context and the PPP scheme. In accordance with the provisions of Ministerial Regulation no. 7/2023, these experts can be individual consultants who have a PPP expert certification that is recognized nationally and/ or internationally or are members of a Business Entity consultant which has experts with a PPP expert certification that is recognized nationally and/ or internationally, or are academicians. Experts are of varying nature and ensure that Pre-FS components are adequately prepared following their expert contributions.
