Pre-FS Templates
Templates support preparation of a few sections of the Pre-FS that may be standard in nature across various Pre-FS. Project-wise content may differ however the presentation of the content is templatised in certain sections. This is likely to increase efficiency of Pre-FS preparation and standardise presentation for evaluation. Templates applicable in this stage are provided below with a description and application summary. Risk Allocation Template

Description : PPP arrangements are characterised by risk identification & allocation among the parties to the arrangement. PPP model for the infrastructure is designed based on risk allocation.

Application : During the PFS chapter on ‘Economic Review’ in the section ‘Social Cost Benefit Analysis under sub-heading project risk indication’.
Results of the use of this template can also be used partially in the ‘Financial Review’ chapter for the section on ‘risk mitigation costs’ and in the chapter on ‘Key Conclusions’ for the section on ‘Risk identification, Mitigation and Allocation’.
Transaction Advisor TOR
